Problem
In 1991, UCLA decided to build a $188 million cogeneration facility to provide clean, cost-effective energy for the campus. UCLA sought CEA’s help to win project approval from the South Coast Air Quality Management District (SCAQMD) and to expedite a highly political and complex permitting process.

Solution
CEA engaged the SCAQMD in a collaborative review process to ensure that the project was approved in a timely manner. To bolster support, CEA devised and implemented a communications and marketing plan that educated government officials and community members on the project’s benefits.

Result
With CEA’s help, UCLA completed the permit application in a timely manner, leading to a shortened construction schedule and lower project costs. The positive experience became an example for addressing regulatory and permitting issues in a proactive and creative manner.
