Problem

The threat of contradictory federal, state, and local regulations led the Association of American Railroads (AAR) to ask CEA to act as an intermediary between the railroads, government agencies, and community groups. The goal: find reasonable approaches to reducing locomotive emissions.

Solution

CEA worked with industry, government, and environmental stakeholders to find long-term solutions that met the interests of all parties. Coordinating consensus-building efforts, CEA served as the project manager of teams focused on a wide range of functions, including marketing and communications, government relations, and technical analyses.

Result

CEA’s role and guidance led state and federal regulators to develop a comprehensive, nationwide regulatory scheme. The U.S. Environmental Protection Agency promulgated a locomotive emissions regulation that avoids conflicting state and local requirements and establishes an aggressive but achievable reduction program.
